China further eases rules on mutual funds

BEIJING - China plans to allow brokerages and insurers' asset management units to set up and manage mutual funds available to the public as regulators seek to bolster the equities market.

Draft rules posted on the China Securities Regulatory Commission (CSRC)'s website yesterday said companies need to have at least 20 billion yuan (S$3.9 billion) in assets under management and show they have been profitable for the past three years.

Managers of private funds will also be eligible, provided they have at least 10 million yuan in paid-in capital and have managed a minimum of 3 billion yuan in any of the past three years.

Earlier this month, China simplified rules for the sale of mutual funds, allowing fund houses to seek regulatory approval for any number of products they wish to sell at any time with the regulator responding within 20 days. China previously limited the number of approvals given each year to new funds, with the regulator taking more than 20 days to decide whether or not to approve. Bloomberg

Futures dip as US hurtles toward fiscal cliff

NEW YORK (AP) ? Stock futures are moving lower ahead of a last-ditch effort by the White House and GOP congressional leaders to hash out a budget deal before a year-end deadline strikes.

Dow Jones industrial futures are down 50 points to 12,953. The broader S&P futures have lost 6.3 points to 1,404.40. Nasdaq futures are down 9.25 points to 2,613.25.

Though many lawmakers say they are open to last-minute offers, few expect any offers of substance this late.

Top congressional leaders are meeting Friday afternoon for the first time since Nov. 16 and the House convenes Sunday evening, with one day remaining in 2012.

If no deal is reached, a slate of simultaneous tax hikes and spending cuts will automatically be set in motion and threaten to push the economy back into recession.

Cave dwelling nettle discovered in China

Dec. 28, 2012 ? South West China, Myanmar and Northern Vietnam contain one of the oldest exposed outcrops of limestone in the world. Within this area are thousands of caves and gorges. It is only recently that botanists have sought to explore the caves for plants. This exploration is yielding many new species new to science, that are known only from these habitats.

The current study was published in the open access journal PhytoKeys.

Kew botanist and nettle expert Alex Monro says, "When my Chinese colleague Wei Yi-Gang from the Guangxi Institute of Botany first mentioned cave-dwelling plants to me, I thought that he was mis-translating a Chinese word into English. When we stepped into our first cave, Yangzi cave, I was spell-bound. It had an eerie moonscape look to it and all I could see were clumps of plants in the nettle family growing in very dark condition."

The plants do not grow in complete darkness but do grow in extremely low light levels, deep within the entrance caverns of the caves (sometimes, in as little as 0.04% full sunlight). The British and Chinese authors have been collecting plants from the Nettle family in this limestone landscape for several years and have just published a paper describing three new species, one from a cave and another two from deep gorges.

The cave-dwelling nettle species in question, was found growing in two caves in the Guangxi province of China. Of the species discovered in gorges, one is known from an unusual and striking rock mineral formation called petaloid travertine. Petaloid travertine is a form of limestone deposited by mineral springs that over time forms large petals of rock, in this case clinging to the vertical walls of a gorge.

These plants are members of a genus of Nettles known as Pilea, that is believed to have over 700 species Worldwide, up to one third of which may remain undescribed.

Russia's Putin suggests he will sign U.S. adoption ban

MOSCOW (Reuters) - Russian President Vladimir Putin said on Thursday he saw no reason not to sign a bill into law that would ban Americans adopting Russian children and promised measures to improve care of his country's orphaned youngsters.

Although Putin said he would need to study the final text of the bill, the comments were the strongest indication yet that he will approve the adoption ban legislation, which has strained U.S.-Russia relations.

Parliament gave its final approval on Wednesday to the bill that would also bring in other measures in retaliation for new U.S. legislation designed to punish Russians accused of human rights violations.

"So far I see no reason not to sign it, although I have to review the final text and weigh everything," Putin said in televised remarks at a meeting of senior federal and regional officials.

"I am ready to sign not only the law ... but also a presidential decree that will modify the support mechanisms for orphaned children ... especially those who are in a difficult situation, by that I mean in poor health," Putin said.

Critics of the bill say Russia is playing politics with the lives of children. Child rights advocates say children in Russia's crowded and troubled orphanage system will have less of a chance of finding homes if the bill becomes law.

The most notable feature of Alto is its "Stacks" arrangement of particular emails. Stacks are essentially filters for your inbox that are arranged in neat squares. Alto sets up some Stacks for you, pulling emails from daily deals sites, retailers, and social notifications all in their own groups. Clicking on one of those Stacks brings you to a tab where the emails are arranged in a grid. Alto also crawls your email to find all the photos and attachments and filter those into Stacks.

You can create your own Stack by dragging an email from the message list to a blank square. That will set up a filter from that sender, but you can add other senders to the Stack and, under options, add additional settings (e.g., subject words).

Emails are presented in a scrolling list on the left, with quick action icons beneath each to delete, star, or snooze each message (a handy feature). You can also perform batch actions with the little actions button at the top.

Gmail shortcuts work here, your own labels are shown as folders, there are links to Google Drive and Calendar (if you like Gmail), and if you connect Facebook, you can get status updates from your friends here as well.

I experienced one issue with syncing, after not having used the service for a few weeks. However, that seemed to fix itself after I logged in again and waited a bit. The developers say they're actively working on improving sync performance, with a big update coming next week.

All in all, I found the webmail client to be fluid and easy to use. Its attractive design is like a breath of fresh air compared to just seeing a giant list of emails and labels in Gmail.

If you have a lot of email add-ons or labs set up, Alto, like other email clients, might not be for you. But if you want a fresher look for your inbox, give Alto a try.

A note on security: For Gmail accounts, Alto uses OAuth to get an access token, so it doesn't get your Gmail password. For other accounts, you do need to enter your passwords, which the AOL/Alto team says are heavily encrypted. Some limited account data (email metadata, up to 60-day cache of photos, etc.) are stored on their servers. You can read more about Alto's security and privacy measures here.
